That would probably be closer to ''Urgh..ah'' or something but she's using the ''mmfff'' more often heard when people are gagged. The pirate also explicitly says ''This should shut you up'

I have zoomed in quite a bit on this image. She is most definitely cleave gagged.

I see small, white pixels between Shantae's mouth and her cheek, so I think she is gagged. Too bad there wasn't a mini-game of struggling to remove the bindings/gag.
