Starting things off in episode 3 some stoner named Kong holds two women named Sakura and Ayaka hostage by binding them with flexo cuffs. No idea if he's actually a stoner, but he has the same hat as Jeff from American Dad and I always associate stoners with people that wear that.

Really wish they had more gag scenes in Toku, last one was Kamen Rider Ghost like 8-ish years ago
