Random find where the damsel is bound and yes gagged with brown tape. Apparently they she saw the intruder and they had to get her out of the way in order to steal something. The intruder was some girl with pink hair.

I know it's PS2 game - Galaxy Angel II Zettai Ryouiki in Tobira, but never played.

I thought it looked like Galaxy Angel, but I wasn't for sure. Thanks for confirming that for me, shadownightjpn. Same here, never played it but I managed to come across it.
