It is most likely Saki since we see A-drei keeping her at gun point. Given how he likely knows about body jacking now, a gag is not impossible.

There is speculation it could be H-neun since he sort of disappeared after episode 17 and according to Q-vier he has been labelled a traitor.

I'm betting on Saki. There's no reason to try and restrain H-neun that much, unless he too, has some magical power that we don't know about.
To be honest, I'm more upset that she hasn't done anything all goddamn season than excited of her being tied up.

I would not be too sure on that, Angry, H-neun is an elite soldier in the same class as L-elf (they were squad mates after all) and unlike X-eins, A-drei, and Q-vier he actually knows the existence of the Magius, which is a definite taboo for them.

Also going to update on the speculation front, there are people thinking it could be Kreimheld (Cain's female second in command) since in episode 18 she was revealed to be a royalist traitor helping the VVV pilots rescue a bunch of scientists/hostages (and no these guys were not restrained, just "you can't leave the building").

Does anyone know what this contraption is? Does it pump in a steady flow of knockout gas and oxygen to keep the prisoner sedated or is it like a hostage death trap that will pump in poison gas or suck out all the air from the sack upon command?

So it turns out Saki was in the bag after all and.... Yeah you really don't want to know what happened after. Needless to say: VERY BAD END.

Well I can't say that she had a bad ending if she's shown locked up in the next ep. The series is just a bit messed up with all sorts of brutal scenes that you don't usually expect from and anime that didn't have thriller or horror in it's description: Saki got stabbed in the heart, Marie was shot in the head, etc
