Well I got a nice and very unexpected surprise tonight while searching the scene database at Brian's Page.com, which I hadn't done in awhile. I found that somebody had alerted about a gag scene in this old cartoon from 1989 I'd never heard of called Ring Raiders: http://en.wikipedia.org/wiki/Ring_Raiders" onclick="window.open(this.href);return false;
I was afraid this was going to be one of those ultra-rare cartoons that nobody has anymore and there'd be no way to find it right now, but luckily, a quick search on Youtube proved me wrong and I was able to get the scene in minutes!
The episode is #3 "Scorch's Revenge," and the gagged girl is the helicopter pilot of the Ring Raiders team who gets captured by their enemies, the Skull Squadron. Shortly before the end of the first half of the episode, we get to see her gagged in a nice-but-very-brief scene as Scorch (the main bad guy) shows off his prisoner to the heroes via a video monitor. There's really only two shots of her with the gag and they last just a few seconds, though the second one starts with a good zoomed-in close-up and it's a nice visual I think.
I'm a little confused about that gag though as I can't tell for sure whether it's supposed to be a cloth OTN or a metallic muzzle of some kind. The person who alerted this at Brian's Page said she was gagged with her own scarf but I didn't see her wearing a scarf at all in the rest of the episode. Also you can see a little impression of her nose in the gag which you would expect with a cloth OTN but not with a metal muzzle, so I'm leaning towards it being cloth. Whatever, looks fine either way. 
The next time we see Jenny she's no longer gagged and is just jailed in some glass container. Then later on after that she is in her helicopter with her helmet back on and her wrists restrained in front by "tech cuffs." Unfortunately the gag was not put back on for this part but she still looks cute with her wrists cuffed like that. She ends up freeing herself using her magic ring which all the Ring Commanders have as the titular gimmick of the show.
This cartoon apparently lasted only 5 episodes as it didn't get a full season. This guy has them all in his playlist:

I haven't checked the other episodes yet so if anyone wants to check the other 4 eps for more DiD scenes you're more than welcome. I wouldn't expect much more out of this cartoon but anything's possible.
