Seems to be from Glass Mask anime (Garasu no Kamen). Peraps from one of the 3 OVA's. I will begin the hunt!

EDIT: GOT IT
It's from a flash animation series called "Glass no Kamen Desu ga." It's a parody series of small 3 min episodes based loosely on Glass Mask anime.
This scene is in "Glass no Kamen Desu ga THE MOVIE: The Love of a Dangerous Spy! Purple Rose is a Dangerous Fragrance."
