i thought the same that it should be longer, but the good thing is i managed to find it

I checked out all the Princess Tenko episodes that were on youtube and didn't find the scene were Ali is tied up and gagged.
I searched for the missing episode, it is THE MAGIC SKATES (ep 12). This has the scene.
So if anybody knows how to get a hold of it, heads up
