I found on a Italian site a serie called :Mini Ninjas.
This site can only be aces from Italian.
There are a couple of scenes.
Unfortaly the main girl does not get gagged.

Turns out that season 1 got 52 episodes.
They are also airing season 2 with got also 52 episodes but air only 2 episodes on each day.
Today they aired ep 40 and 41(last for 4 episodes got a treatment)

Ep 40(The teamleaders love interest gets tied up and gagged, so that the bad girl can switch places with her, the main girl finds her and ends up also tied up and gagged)

I recall coming across Season 1 on YouTube, but it didn't have all the episodes. I think it was missing the last four from the first season.

I'm interested in getting my hands on that scene from Episode 40 Season 2 since that's a great find.

I had a quick skim through some episodes on that channel and it appears the French broadcast order is different.
Episode 22 in Italian is episode 19 in French.
So following that, Episode 21 is episode 17
Episode 17 is episode 13
Episode 18 is episode 14

I got it working with a pretty slow proxy and was able to capture the two big gag scenes. Sorry for those interested in the tie-ups the proxy was very slow so it was difficult to get the scenes so I prioritized. I will try for the other scenes later or wait for them to be available in other ways unless people are really hungry for them. But here's episodes 2x32 and 2x40:
