Looking for an anime scene

[DrProton]

There's this anime scene I saw a long time ago once and that has been roaming in my head since, but I can't track it down no matter what. It was a CiD, one man and one woman, with their hands tied behind their backs in separate cages. I can't be sure if they were in the same room, but they had quite a few single close-ups.

The anime was dated at least from the late 2000s-early 2010s. Does anybody have any clues?

Any idea what they are wearing?

I only remember the guy wearing a white shirt.
